The Eastern European Union partnership (EaP) and the policies of Asia Central have created a zone of “extended neighborhood” that in Eastern Europe, the Caucasus and Central Asia overlaps with the “near abroad” of Russia; a belt of countries with two decades of independence. The transition, along with the geopolitical rivalries, these regions make a ‘watershed’ in world politics.
