An international system understood State-centrally characteristic of much of the 20th century is replaced by an international stage full of nuances. The latter is the result of the interactions of new actors such as multinational companies, international fora, cross-border networks, cities, regions, non-governmental organizations, international organizations, among others, who joined States and act in an agenda that includes and combines political, economic, social and cultural areas among others. The States represent demands differentiated in its interior of a set of individuals and social groups that define your preferences in the global scenario.
