The Spanish management of temporary migration from Morocco has become a model that the European institutions and international organizations presented as a success to imitate. Temporary migration with stays repeated over the years is one of the types of “circular” migration which the European Commission proposes to advance towards the EU, especially from neighbouring countries. In Spain, the management of that migration from Morocco has reached a high level of effectiveness in its efforts to accommodate the interests of the parties involved and therefore is being placed as an example in various international forums. However, other forms of circular migration that occur in other EU countries are absent in the relations between Spain and Morocco. This article suggests ways to broaden the spectrum of that circular migration and improve the impact of migration on the relations between the two countries.
