As a mechanism to address the particular problems of areas of border in Europe, for a long time, it has been promoting cross-border cooperation as development policy, both from the local level as national. However, the first case of cross-border cooperation was promoted by sub-State instances. The conformation of the first Euro-region, known as the Euregio, in 1958, between several municipalities in Germany and the Netherlands, was looking for the coordination of activities in various fields.
