Despite the reported progress in foreign policy as in the progressive definition of a policy of self-defense, at the beginning of the twenty-first century is common perception that the weight of the European Union in the diplomatic arena does not correspond to its economic capacity, their technical qualifications, human resources, its demographic potential and their determined commitment to the disadvantaged as the first contributor to the cooperation for global development.
