Do conditions under which the European neighbourhood policy can be achieved one of its main objectives: resolving conflicts in the neighbourhood of the European Union? In the spirit of Montesquieu and Monnet, the basic hypothesis of the EU is that greater economic integration encourages Governments to take measures to resolve conflicts and vice versa, creating a virtuous circle of prosperity and distention. The paper identifies some of the important factors for success, including a strong intra-regional trade and the prospect of accession to the EU.
